Hello all,
I recently read in Bike magazine that the idiots in Brussels are introducing new legislation next year requiring bikes sold as A2 compliant to have 47bhp or less from the factory and that aftermarket restriction will no longer be allowed. Is this actually the case and if so, how will it effect people buying second hand bikes to restrict as I can't imagine many A2 license holders will be buying new?
For those interested the statement was made on page 96 of the May 2016 issue.

There have been from-new A2-compliant bikes available since at least 2012. There are plenty of second-hand ones around, though they're obviously not as cheap as older bikes. There are also all the 250s and 400s there always were.

Yeah, I am aware that A2 native bikes exist, I just wondered because training schools and A2 riders generally tend to restrict something like a Gladius or an ER6f to the 47bhp limit. Will this still be allowed under the new legislation if the bike was originally sold as a full power variant?
I can't imagine that they can arbitrarily say that people currently riding such machines on A2 licenses will have to stop to comply with this legislation, or that they can dictate that a bloke with a currently compliant bike is not allowed to sell it as A2 compliant in the future.

Less 250's about than people think and a fair chunk of them are way, way under the 47 horses allowed for A2 so probably not very appealing. Almost all the grey import IL4 400's are over the A2 limit.

VisorDown quoted Yamaha as saying this too. Apparently they'll be releasing separate A2 and A versions of their bikes. The A2 will need to have anti-tamper gubbins on them.

I missed the legislation (if any) backing this. Surely MAG and the BMF would have been all over it? Rolling Eyes

Fret not, it may only effect bikes sold as "A2" in the Eurozone. Without a change to UK primary legislation, there still won't be anything stopping you restricting, or "restricting", a <=70kW bike down to 35kW yourself.

Feel free to ask the DfT if you're bothered.

(L3e-A2 and A3 are A2 and A category bikes respectively).

"Anti-tamper" measures specifically exclude A2 and A3 bikes, so I'm not sure if the bike magazines have mis-read this?
The only other possible thing could be:

"Maximum continuous rated or net power and/or vehicle speed limitation by design"?

Right to Ride EU mention that they were glad this aspect of the third driving licence directive was accepted back in 2012.

I'd be a little upset for young motorcyclists if this were to happen, but it wouldn't be the end of the world. In theory, a 35kW 190kg CB500F will be quicker than a 35kW restricted 210kg Bandit 600. And I think the CB500F is pretty cool, and if Honda's new CBR250RR is more than a rumour then I think things won't be too bad.

I'm really struggling to find anything else relating to this- If I was a gambler (which I am) I'd say this was a mistake.

Brussels and the whole anti new rider licensing system is shit, and people should be incinerated for thinking this crap up.

But all A2 bikes being designed as 47bhp machines, and not being restricted big bikes is a good idea. I can't think of anything worse than a 94bhp 600-900cc bike with just 47lame ponies.

If they start making light weight well specced 47bhp fun machines, and proper sports bikes and naked then it will be a good thing. While they are at it let's see them remove the power to weight restriction that kills interesting bike development and would allow people to ride things like a CRF 450 on an A2.

A 47bhp bandit, MT07, Z800 etc wouldn't be worth knocking over on the floor in a carpark let alone riding.

But back in them days a 30bhp 100kg machine was fun. You could ride all kinds of shit back then though like a GSX1300R with a 33bhp restrictor.

Even if we exit, which I hope we won't - you really think that the big four are going to make different bikes to suit us? Their eu market will be bigger than us, we will get what they get anyway.
