I think it's a case of mistaken identity: Ped boi was scared by someone and assumed that camera-ship was the party of the first part.

I've listened to a lot of Reggae, I got this fellas...

It would appear the RastaRudeBoi was overly aggressive whilst advising his overly Eastenders Biking compadre that he should ride faster.
Of course Mr Biker was terrified by Johnny Foreigner, so resorted to the fuck yous, and arguements ensue.

Actually the only bit I couldn't catch was RastaRudeBois sentence just before Cam-Man started in with the fucks, so not sure who instigated it.
EDIT: Nm, sounded like he said "ya' just a fuck'a'bowt in da road"

I reckon the pedboi could have a multiple personality disorder, one of which is a paranoid schizophrenic. Personality A gets angry/afraid/paranoid about the chap on the motorbike. Halfway through the encounter, the more human empathetic personality comes to the surface, which is why he starts suddenly questioning why the motorbike guy is being so mean to him about is moped/L-plates.

Either way, I'm sure brexit will fix these sorts of situations.

Part of the problem with a 125 is they encourage being ridden flat out all the time. I had a scooterist lose their shit at me for pedanticllay sticking to 30 through a quiet speed hump infested south yorkshire village during the fading light of early evening with plenty of children playing within sight of the road or indeed across it. Eventually he overtook on the pavement as I slowed for a speed hum, gesticulating wildly. I caught up in the NSL a mile or two outside the village and same moron swerved at me as I overtook and nearly took us both out. Unfortunately this behaviour is not unusual.
