So the road that I usually take to get home got closed (like 200 metres, not sure why as I didn't see any road works or anything) and the sign said cycles only, I thought that also includes motorcycles, later to find out that it doesn't. Should I be waiting for a penalty notice in my mail? I know there are a couple of CCTV around in that area, because it's in middle of the town. Or do authorities not care enough about offenses like that?

It also depends on whether or not the road closure had agreement by the council to go ahead on the date you rode through.
You can check with planning on this, on your local council site.

It has been known for road work companies to close roads outside of the planned times, which would mean the road closures were not legally enforceable.

They'd have to be pretty bored to look back for people going through it.

Unless somebody actively caught you I wouldn't even worry about it. There are tons of roads where they have put cones out and haven't bothered to even start the work on it.
