A "civil enforcement officer " gave me a PCN today in a westminster bay. I always pay but today forgot so got a charge for £80 reduced to £40 ffs. These people are the scum of the earth.

It was tucked under my windscreen so i just put it in my pocket after work and rode off. Anyone contested these successfully? Perhaps i didnt notice the PCN or it fell off in the wind? Or perhaps the app malfunctioned as on records i always pay?

More than annoyed tbh but shit happens

But still would like to try to contest if anyone else has been successful.

I read somewhere that apparently they will cancel a first offence Code 11g for PCN if contested but not sure how true.

I have parked there past 2 years and always paid so cant lie about not seeing signs. Perhaps i could make notice of my excellent record and say i accidentally left my phone at home and work in the hospital and dont have access to internet? Duno. I parked up at 930am and PCN is at 1045am

I've successfully contested two Westminster tickets - on both occasions it was down to forgetting to switch over the bikes on my annual pass. Be polite and state the facts - below is what I sent last time - the first time I said that I couldn't get an internet connection and couldn't update the portal in time (which was actually true)

Good afternoon - I pay for an annual parking ticket so I can park my motorcycle outside work, I have two bikes that I swap between and I usually update the parked vehicle on my MyRingo account to show which bike I’m using on that day. Unfortunately on this day it appears that I didn’t update the vehicle in time and was issued with a PCN.
In light of the circumstances above, I invite you to consider my challenge on the basis that:

1. The City of Westminster received full payment from myself for use of the bay while my vehicle was parked in that bay.
2. There was no attempt to avoid payment in any way, shape or form.
3. No loss of revenue was suffered by the City of Westminster.

I'm afraid for once I'm on their side on this one. You admit that you forgot to pay, you've already saved £40 (think of this as a massive bonus) and you're still thinking of contesting it? You messed up, pay the £40 and learn from it.

I work on two sites, one site has free parking, unfortunately the site in westminster doesn't but I only park there once or twice a week

Two years of annual passes = £200.

£1 x 1.5 x 48 x 2 = £144 + £40 mugging = £184.

So I guess you're still just slightly ahead of the game.

But that's 144 times dicking around with payment, and 144 opportunities to forget or be stuffed by their system being spacked.

I reckon I'd just pay their flat rate bribe <online fantasy> or lock a cover over my plate, or slap a copy of one of the parking muggers' ped-plates over it. </online fantasy>

OK this contest might sound stupid but 1st offence so what have I got to lose, I plan to submit the following, maybe a bit too much?:

Dear Sir/Madam

On the morning of 3rd January I parked up my motorbike as usual in the Solo M/C Bays on South Wharf Road.
I only work at the hospital a couple days a week so I always pay each time I park rather than pay annually.
On this occassion the Ringo App was not working properly and kept "timing out". I tried a few times but still no luck. My shift had begun at the hospital so I needed to go to work and I planned to re-try the Ringo app again on my break at approximately 11am. I returned to the bay to get the location number as this does not save automatically in the app, however I noticed a PCN contravention of Code 11g attached
to my windshield.

In no way was I attempting to avoid paying the parking charges as previous records on my motorbike show that I always have paid each time
using the bay and this is the first time I had not managed to pay in time due to the "timing out" errors with the app.
As a guesture of goodwill I would like to informally challenge this PCN and in future I will not leave my bike unattended
until the app has registered that payment has been successful, this was a silly mistake but I did not want to get in trouble at work by being late.
£40 means a lot to me as it is close to what I would make for half of my hospital shift.

Going for the heart strings, I like it. (I'd probably lose the 'gesture of goodwill' bit - let them use those words, it makes them feel magnanimous) - plus don't say 'informally challenge' - invite them to consider your challenge.
I reckon you have a pretty good chance of getting let off.

I agree with goto10's points other than that response looks good.


I have been working in London for nearly 15 years so not that many really.

Most were from getting tickets due to suspended bays where Westminster like to put the sign in a cryptic location to make as much £££ as possible. In one instance they even said they put it on a different street as there was no suitable street furniture near the suspension. I ended up sending them a photo of the street lamp they should/could have attached it to that was directly behind the bay. Other examples include "3 meters of 10 meter bay suspended" so the traffic wardens ticket bikes in the whole bay as they might be the 3 meters of it which is suspended as that is not defined.

The best one was when returning to my bike in a bay it was parked just as I left it but with a ticket. I appealed with a wtf nothing wrong here guv including a pic? They sent me back a picture of my bike rotated 90 degrees with another bike parked next to it. Someone had rotated my bike half out the bay them parked next to it, we both got tickets then when whoever left they put mine back as they found it... arses
