what have you done to it lately or has it been bought like this

OP only gives us one hint about the bike ("moped") and even that isn't strictly correct as once you put a "70cc" kit on it, it isn't a moped anymore!

best thing is sell it to someone who knows what they are doing and can put it back to a standard set up

use the money to buy a pushbike
