These are two separate questions. Legally, 9x7 for a standard 4-3 character plate. Practically, it entirely depends on your luck.

The number of traffic coppers is falling, the amount of traffic is rising: you've unlikely to encounter one let alone get tugged, unless you make a habit of riding like a rascal, or are unlucky enough to be out on a weekend when they're running Operation Buzzkill.
I expect that what you want to read is that 7x5 is totes fine and won't be an issue. Is that the case? ____________________ Biking is 1/20th as dangerous as horse riding.

I've got a 7x5 on the gsxr and an 8x6 on the triumph (thought I had a 8x6 on the gsxr and was meant to order the same size, turns out I got it wrong).
never had any issues.
I put the standard back on for mots and they resemble sails in comparison.

I have to say when I'm out bimbling around the country roads on a summer's afternoon with a big cheesy grin on my face, probably the very the last thing I'm thinking is "Oh FUCK! My number plate's TOO BIG!"
It's a similar thing with cagers; only they don't usually go for smaller plates; they prefer to spend their cash on having one made up in Comic Sans font, perhaps in the hope of attracting PC Dribble that way.
And for Christ's sake don't get me started on personalised number plates... |
It's a completely fair point, and logically you're right, no point at all to them, or none that I can think of.
I'm sure 99% of people who use small plates (including myself, guilty of a 7x5) just prefer the aesthetics, 9x7s are huge and I couldn't believe how tidier my rear end looked after I changed over, it's also one of those offences which will get you fined maybe once in a century, some have been riding for years with small plates with 0 attention from the law, if it's something I have to pay £60 for every few years then so be it...
Though some do use it to block out ANPR or to make it harder for popo seconds before they do 150... (I'm not one of those people FYI)
Personalised plates I'm not sure about either, they usually have no meaning either, though it's funny when you see 2 bikes blow past, 1 with a 'CH4S3 M3' plate and one with '1100s GONE' plate (R1 and Hypermotard) |

Mines mounted right down under the seat as well, not sticking off the end near the brake lights as usual. Not even attracted any attention from it either.

Not to my knowledge and it has certainly never been an issue when plod are right behind me.
When the suspension is under load, the plate kind of drops a little out of sight when you're behind, you can't quiiiiiite read the bottom half of the plate  |
