Is the fuel turned on.?

If it starts whit spray then it is a fuel problem.
Is the fuel turned on.?
Other then there is a blockage in the fuel getting to the engine.
Does it have a fuel filter.?

Can not find a fuel switch, can hear pump prime for a few seconds, yes it has a filter under the tank, hoping it's something simple like pump or filter

Have a look at the filter see if it is full of dirt.
Disconnect the fuel line from the pump to the carburator
and press the start button to see if fuel comes out.

If all is fine clean the carburator.

Future bike?

I'm guessing 2013 model = fuel injection, no carbs (at least that what google's told me).
Injectors don't usually just stop working, so it'll most likely be the filter or the fuel pump. Worth checking the wiring to the injector - is there a loose plug sitting there all obvious like?

Other possibilities - kill switch? I would expect it to kill the ignition rather than the fuel injection, but it is switched to on right?

A friend of mine was looking at these a while back and I'm sure I remember reading up that they like to blow fuel pumps. Give the pump a tap and see what happens.

Take the plugs out.

What are they like?

Do they spark well out of the engine?

Battery Voltage, when cranking?

If it`s a fuel injected engine what`s the fuel pump pressure?

If you have good compression, good spark and timing spot on then according to honda workshop manual a IAC ( idle air control) valve reset is next for a Honda fes 125 PGM To. Not sure if car 250 is the same. But it is a simple process which worked for me faced with the same starting g conditions. To reset is a bit complicated to describe, but you can watch the general process on YouTube, type in "honda PGM FI v4" the one by Tapat Wong. It is in Thai but the process is shown. Note the two wires in the red plug you connect with the loop of wire changes colour per honda model but looking at the connector you want the two left wires with the connector rectangular face widest part vertical, the pins uppermost ie the 4 pins 2x2 top. When you look at the connector it will become apparent. The official honda tool is called the dtc short connector and the red connector is called the dtc connector (diagnostic trouble codes). The honda tool is common across the dtc connector range hence the position is relevant not the colour of wires. To complete the process if the engine starts the engine should idle until the fan kicks in without touching the throttle. I doubted it but it worked for me.
