If you get it back, you can use a cheap car axle stand and the side stand to prop the bike up.

Put the bike on the side stand, stand on the opposite side of the bike to side stand and push the bike upwards slightly and put the cup of the axle stand under the right hand footrest bracket.

Now you can remove the rear wheel as it is or if you want to remove the front wheel, just put a couple of bricks or a beer crate (whatever you can find) under the sump till the rear wheel touches the floor and the front lifts up.

I would snap my steering lock any day before leaving my bike out in public overnight...
26mm (Laughing) chains or not. ( if you could carry a hefty chain like that to the bike, you could lift the damn front end and wheel the bike home)

Well the garage floor doesnt so much matter what is currently there.
You could easily smash up a section and concrete in deeper to create an anchor point.

Oh and you're going to need some masonry drill bits and a drill capable of utilising them, so probably an SDS drill.

I don't understand, all you did was strip the front end off a bike and leave it sprawled on it's side on the pavement in everyones way, why would they move it?

It's probably been thrown in the back of a van, left to slide around with a dozen bicycles and an old morrisons trolley piled on top, then thrown out of the van onto a yard floor somewhere. the lock and chain went straight into the recycling pile.

If you're in luck they haven't crushed it yet but they won't bring it back you'll have to go and get what's left of it yourself.

Oh and i bet the Insurance won't pay out either.
