I'm not up with DVLA shitwittery these days but I do know you used to be able to log a change of frame number without much trouble. But that was decades ago.

What if I bought a random frame with no logbook with the idea that I was changing the frame on my existing 40 year old MZ bike? Would it still be classed as tax exempt? Would I have to get a Q plate? Do they even allow this sort of thing anymore?

AFAIK, the bikes indent is now locked to the chassis no.

If you bought a frame from say former East-Germany, and built it up from a UK reg'd bike; then you would have to jump through the same hoops as for an import to re-reg as a different vehicle.

If you built your own frame, or even a kit, then again, you have to jump through the SVA hoops to register the 'new' vehicle.

I don't believe you can send off the V5 like you used to to simply record a change of frame no, like a change of colour or a change of cc as you used to.

As far as tax exemption goes, or historic vehicle status, do you actually have it at the moment? Re-framing would risk loosing it, if you do, even of re-frame is of same type; as your existing bike would be deemed scrap; and the new one wold be subject to reg with all the mods t's incorporated over the years, as if done this year, so would have to comply with current SVA regs, both for construction use, as well as HVS.. so would have to have main structural member, engine, transmission, suspension, steering and brakes, as 'original'.

Bit of a mine-field....

Only legit way to do these days is a brand new like for like frame, with manufacturers receipt showing exchange & destruction of original & replacement stamped up with original's VIN.

But there are many loop-holes, caveats and plan blags....

Grinder, letter and number punch set, black paint. You probably don't want to broadcast it over the interwebs though!

It's theoretically possible, but it "needs inspection".

This is one case where I'd suggest actually contacting the DVLA and asking.

I've actually had useful, informed answers from them before via email, although sometimes on the third time of asking after the front line monkeys fobbed it off:

https://live.email-dvla.service.gov.uk/w2c/en_gb/forms/Auto%20Response?button=none&decision=A+change+to+the+vehicle+details&lang=en_gb

Alternatively:

DVLA vehicle registration enquiries
Telephone: 0300 790 6802
Monday to Friday, 8am to 7pm
Saturday, 8am to 2pm

I had to have a new frame on my S1000XR last year after I was hit by a red light runner and the headstock was damaged. The new frame has to be stamped with the same details as the old one and there are, apparently, only a few people who are authorised to do this. I believe these people are authorised by the right government department. (DVLA?)

I'd be asking a large local dealer if they can tell you who does this.

Was the bike written off by an insurer as non-repairable?

It is interesting that on the DVLA site it says "frame number for motorbikes" indicating that in theory it is at least possible, but I rather suspect a minefield of hidden complications and probably lose the tax exemption or something.

Of course the obvious easy option is to just use my existing headstock with the factory numbers on whatever frame I want so long as I change any of the details on the V5 like cc capacity or colour. In theory I could just get any frame I wanted and weld my headstock onto it and stick in any engine I wanted so long as I made note of the number and cc.

Many years ago I put a 250 engine on a 125 frame and DVLA made no trouble about it at all. It meant more road tax. But when I tried to change back to a 125 engine they absolutely weren't having it, presumably because of the tax being lower or something. Never was fully explained to me, but they seemed happy so long as you were upping the road tax but not the other way round.

No, the repairs were about £4200 but the bike value was about £13000.

I'm convinced that I heard/read that Chris Ireland had his trike Megalomaniac registered as an NSU/BSA/etc just using the headstock.

If you can weld your frame, it opens up many possibilities... that said, I've not built anything in years, the DVSA may have changed things up, as they do.

<Thread Derail>

Then why would the DVLA be involved in any way? (Exactly unlike in OP's case where his problem is persuading them to take action.)

Unless there's a specific offence, why wouldn't you be able to stamp anything you like on a piece of metal?

This is a non-rhetorical question. The VIN on a frame is just a series of indentations and/or a stuck on plate. It's not some magical holy sigil carved by the Svartálfar with flaming hammers.

I'm sure that there are people who have set themselves up as the Guardians of VIN, quite possibly even with the collusion of the DVLA, but if it came down to it, of what offence could you be convicted if you DIY'd it?

</Thread Derail>

OP, if DVLA give you any hassle about it, I'd just stamp your current VIN onto it and get on with your life. Nobody will care, ever.

I wouldn't be so sure about that Roger.
