Was just watching a video about that, it's only a rubber hose on a metal pipe - some of the special clips have been crimped too tight.
If it pops off oil will go straight on back tyre though so not trivial.

Were jubilee clips too expensive, took too long to fix on or both?

I'm not aware of any mainstream manufacturer that uses jubilee clips as a default.
As recalls go this does sound like a case of very cheap to fix vs potentially high risk to reputation = recall every last possible bike affected, even if 99% are fine.

It's a Non-Issue.

Harleys are never pushed fast enough to get out of shape.

The seldom leave the Garage.

They spend a lot of the their life getting 'Modded and Up-Graded at the shop'.
