I just found this retractable number plate tail tidy. Am i right in assuming this would be illegal in the UK to have on your bike?

To have? No. To use it to hide your numberplate? Yes, carries up to a grand fine last time I checked, which was a while ago.

We have had quick or easily detatcheable No-Plates on road-reg'd comp-trials bikes for umpety decades. There's little difference. Legality is not in the bracket, but the installation, and whether the No-Plate is legal and legally displayed, and other 'parts' surrounding it still meet C&U regs...

The 4Q flip-up plates, are not 'illegal' as a No-Plate bracket.... just that there s no valid reason for fitting one other than to 'pervert the cause of justice', being able to obscure the No-Plate, 'on the move'...

Is this bracket a quick-removable one, to say let the bike be re-configured quickly and easily for 'off-road' competition? Or is t a device designed primarily to pervert the cause of justice and evade prosecution by offering the ability to hide identity when on the road?

Back in the early 2000's, motorised plate flippers were a thing. Then the police cottoned on to it and started prosecuting people with them for very serious offences such as perverting the course of justice and things.

I'd not risk it, personally.

Likely not, but I suspect the police deal with a lot of things they don't like by threatening or going through the motions of charging someone, at least.
