SUZUKI PROBLEMS WITH STARTING

BATTERY IS CHARGED ON MY 2009 SUZUKI 400 BERGMAN, BUT WHEN I TURN ON THE KEY, NOTHING HAPPENS. SO I JUMP IT AND IT STARTS WITH ALL THE GAGE NEEDLES JUMPING ALL OVER. IT ONLY STAYS RUNNING IF I KEEP REVING IT UP. ALSO THE F1 LIGHT COMES ON. NOTICED I'M LOW ON GAS. IS THERE SOME KIND OF A SAFETY THAT WON'T LET THE SCOOTER START SO IT DOESN'T HURT THE FUEL INJECTION??

With limited information I'd suspect the battery might say it's charged but is pooped, possibly just bad connections to it especially the earth.
