Yeah. I get all that. Now, could you please answer why your state didn't legislate a helmet law?

I did, you spunk gargling fucktard. "My" state, (Oregon) has a lid law. Apparantly California also has a lid law since the mid 90's - CBA looking into it more than that. It didn't have one back then (Early 90's), or at least it was never enforced if it did - 2 people didn't have a lid when doing the endorsement, aside from a safety lecture about it, no fucks were given.
