RF900 won't start

I've an RF900 1997 P reg. Layed up over winter. I went out to try and start it today, no dice. Before laying it up for winter I brimmed the fuel to the top of the tank and left the battery on the optimate. Battery has plenty of power, it turns and turns and turns over but wont start. I've a petrol lawn mower that I emptied the fuel out of on the last cut of the year, syphoned some fuel out of the RF900 tank and the lawn mower started on the 4th pull of the rip cord which is about standard. So the fuel is ok.

I've an inline spark/ignition tester and all spark plugs fire a spark. I'm at a loss now. Any suggestions? I don't need the bike for work or anything, so I'm not stranded as I have a car but I'm miffed that on my day off I've gone to check the bike and it won't start.

Are the plugs wet when you pull them?

Didn't drain the carbs before storing?

Drain the carbs and let them refill If it uses a fuel pump (I cannot remember!) you will here it clicking
Fuel "goes off in carbs quicker than a brimmed tank"

No. I sorted it now. I drained the carbs before lay up, the fuel tap is busted. It's just the dial spinning not operating the tap. Although it was showing in the correct position it wasn't. More fvckery to get done this after noon.

Turn the fuel tap to prime, open up the drain screws on the bottom of the carbs, when fuel runs out do them up and try starting it again.
