True, but manufacturers build to emissions and AM/A1/A2 specs. A 2-stroke with the only limit being the 50cc capacity could easily give a "standard" 125 a run for its money.
Then again "the candle that burns twice as bright..." having a 650 you approach casually, e.g. RE Interceptor, versus a 50cc screamer - which one's gonna need an engine rebuild every 6 months
As an aside, I should really cut the the Interceptor some slack.
