Does it actually have a cable though, I'd still guess clock might be the issue but changing it would be best avoided as it suggests you crashed it to a buyer.
edit - 1999 so yeah but no but
A lot now just calculate it automagically |

Yup has a cable, routed from back of clock down to front wheel, only took one off a Mobylette before to clean but looks like same deal, there should be an inner cable with square or flat end that spins in side, driven off the front wheel which must be how the odometer works as well.
And yes, damn I don't really want to replace the clock, is 1999 and only has less than 15,000 miles, I did about half of that in the year and half have owned it. Have paperwork trail etc. but going to look well dodgy if I replace the clock.
TBH, I didn't really miss the speedo, I more or less know the gear and revs. for lower speed limits, but going to get points on licence at somepoint without it and guess it is goning to be needed for next MOT. |

cable driven clocks are pretty simple inside. It's probably just stuck and needs a bit of a service. Might have got damp in there and picked up a bit of rust on the pivot etc.
