Possibly it's made by 'Wera' - they are a German company which makes torque wrenches, ratchets etc.

That's who I first thought of but the few tools by them I have all have Wera on them, rather than just a W.

The W is downside-up and is actually an M.

M means Mega. The best.
Then there is the number after it to say how good it is.
An M8 is not as good as an M10, but M11 is one louder, and better.
