Are pannier racks "universal" or close enough?

My CB came with racks and panniers, the racks themselves aren't too flush to the bike, and the panniers are wide ASF, great for transcontinental, but mora than I need.
I was wondering if I could sell'em and get some narrower ones, or I might just take the annoying rack off and use soft ones, which don't work too well with the rack as it's so far away from the bike.

Measuring between the inside of the tubes the rack is 19x32cm.

Yes my indicators are mostly electrical tape, the rack relocates them to the pillion's kicking range no matter how many times I remind them to be fecking mindfull.

This should probably have gone in "Workshop" sorry guys

There are universal ones but most will be bike specific.

Ah right, I mean universal as in will most panniers fit a rack, not rack fit the bike.

The racks are universal but are usually sold with the fitting kit and instructions for specific machine model year. The boxes fit a range of bike but a limited design of rack.
You buy a box and a rack with a fitting kit.
So a Honda CBR 600 May not fit a Kawasaki/Yamaha without specific fitting kit.
It's probably to do with fit for purpose, construction and use law.
Fit shit, fit it incompetently and you could get a tug or MOT fail.
