Yes and no... if you're not one for following the shit-storm in the papers the signs themselves tell you nothing other than "ULEZ" and in the case of the similar "LEZ" signs a court found they were insufficient. The Congestion Charge signage was better thought out but then there were a lot less roads to cover and fewer disagreeable councils to contend with.

ULEZ signs on the new border are tiny compared to the old N/S circular ULEZ zone with little to no supporting signage to warn you where the zone might be. You'd have to do quite painstaking research in some areas, check out the roads around Chessington for example.

I really have to spell things out for you eh, Nobby. Yes, you'd have to be living under a rock to not know ULEZ is a thing but when you live at the border you have to start looking at the detail.

Wandsworth is in the ULEZ. Easy-peasy, I won't go to Wandsworth with my tractor.

No, you would be a prudent consumer to challenge the signage. They don't give the consumer enough information to determine if they accept the penalties or entering the zone.
