One of our neighbours smoke all hours, day and night. The typical sort that also complain they're poor and have no money... but own an XL Bully It gets to the point we have to shut all our windows and I swear it still seeps in through the brickwork! Can't have the grandkids play outside getting stoned and certainly can't hang any washing out We've tried dropping subtle hints but I don't think they're registering.

I'd welcome any suggestions without creating the basis for a fly-on-the-wall documentary.

Councils can investigate smoke coming from premises that is classed as a statutory nuisance, this is outlined in the Environmental Protection Act 1990. - https://www.legislation.gov.uk/ukpga/1990/43/contents

Smoke needs to conform to the below criteria to be considered a statutory nuisance:

Unreasonably and substantially interferes with the use or enjoyment of a home or other premises

Is injurious to health or is likely to injure health.

Statutory nuisance is not usually used for weed, however, in the right circumstances it can be.

So better to talk to the council rather than the housing association? And we're putting it in the same camp as bonfires, that makes sense.

One possible complication: it's a council house sub-let. Would the on-paper tenant end up with the fines?

in my experience the council take years to get anything done, and that means dealing with a neighbour that hates you, once they find out about the complaint, which can be real fun.

in the first instance i would talk to the neighbour directly and tell them your issues.
if they dont stop then let them know you will take things further.

it may be that they dont realise it bothers you.

I was going to say... Why aren't you going straight to your family members who are subletting? They can get rid of the tenants for any reason, and any hint of any kind of trouble would also get your family member in trouble too... so it's not worth it for either party.

I was half way through drafting a passive-aggressive email to the housing association when I stopped myself, "whoa! let's have a think about this..."

Apologies for using you guys as a sounding board but it's one of those situations where a casual conversation IRL can end up in the wrong ears very quickly and the neighbours are enough of a problem with our fake, painted on smiles without making them outright enemies.

But I can see now the best line of attack is the sub-let angle rather than a "bonfire" ASBO from the council.
