I'm personally witholding judgement until I've seen what exactly these vouchers can be spent on. I'd imagine for people with a genuine diability, it probably doesn't cover those expenses anyway so vouchers or cash should be matterless either way.
My main concern would be a third party (presumably a mate or relative or shell company of the incumbent health minister) being in a monopoly situation then milking the system by giving poor value for the voucher spend. |
In the Czech Republic 35% to 65% of the social benefits can be paid out in vouchers (pieces of paper). The percentage depends on various things, such as your place of residence. As I understand this, the main thing is whether the shops and vendors in your vicinity accept said vouchers or not. Many employers also provide vouchers to the employees as a benefit, it's a tax scheme if you asked me.
The vouchers are only good for food, non-alcoholic beverages, school supplies for the children, clothes, footwear, cleaning and hygiene products etc.
Now, I witnessed on several occasions, in small shops, people paying for alcohol and cigarettes with vouchers and the cashier even taking out a calculator to figure out the ''street'' exchange rate. After all, the vouchers are just pieces of paper and no one would even try to track people who spent them where, so the shop owner does this dodgy activity, earning money for himself in the process, and then he spends the vouchers for what they are meant for, food, clothes etc.
