One of my neighbours has a son that is, how shall we say, "touched". He has the habit of hanging around the park sing-shouting something, wildly out of tune. Could be 8am, could be 4pm. He also shouts at people who bring their kids to the park to the point were, if he's out and about, people just avoid the whole area. He can seem quite aggressive - a 30 something shouting at kids - but the reality is he has the mind of a ten-year old... permanently, there's absolute nothing that can be done to help him Sad The mother is utterly useless and leaves him to it. One of those people you talk to where you can feel your own brain cells dying in agony if you speak to her.

That's roughly the scenario. My wife wants to call the police but I'm not sure that's appropriate. Personally, he's a mild annoyance but the wife just sees the people hurriedly bundling up their kids when he enters the park. At some point he's going to get lamped by one of the parents.

What is the appropriate course of action, if any?

Ok, guy causing problems but not actually harmed anyone yet, so just wait until he harms someone and then call the police.

You then get to live with the memory that you could've pre-empted it, knowing that a quiet word now could have prevented it from escalating and him getting into serious trouble, not to mention the possible consequences for the victim Thumbs Up

I presume you have no idea if social services are involved and he obviously needs some sort of supervision so I would call the police. They will know who to inform when they see what he is like.

TBH it doesn't matter if he is harmless, he's frightening parents and kiddies enough for them to leave, that's not fair on them. Also, as BanditsHigh says, chances are one day he will harm someone.

Every week or so some social worker carts him away for... no idea, could be basket weaving, could be some Jimmy Saville sex cult. So he's "known". I'm trying to understand the correct pressure point in The System to focus on before some angry parent gets themselves in trouble.

Ideally he should be in residential care but that's not going to happen while he (legally speaking only) has a "responsible adult" caring for him.

I know where you are coming from, you don't want him carted off just like that, but at the end of the day he is a danger to himself and others.

If you don't want to go straight for the jugular then make a record of his exploits, present it to the appropriate authority explaining your concerns and they can then decide what, if anything, should be done Thumbs Up

And what is your evidence, your word isn't any use without corroborating evidence, even if someone else were to corroborate what you said, it is still open to interpretation.

Video evidence provides a record of exactly of what is going (although the context can be misconstrued if not all recorded) and it can be judged independently by the authorities, not only that but it keeps you distant from the action and is less likely to exacerbate (had to look up spelling Laughing ) the situation Thumbs Up
