Theres quite a few decent 250s around like RGV, KR1-S, TZR, NSR. Most of those make around 40-60bhp. I know the KR1-S makes 59bhp. Thats the most powerful there. All these bikes are 2T's though, and are crap when restricted.

Honda Bros 400 is good, as is the CB1. Yamaha SRX400 is a good thumper, SR500 is old fashion kick started beast but is an ok bike. MZ 250/251/300/301s are cheap and reliable if ugly, Suzuki GN400 is a pleasant bike.
