TL;DR - OP's insurance was never officially started by the insurance company. They never took the money. They've informed him and he wants to get something free out of their mess up, despite him essentially still receiving the service, due to them saying they can backdate the insurance if he pays the agreed premium. They've offered a £20 discount, but apparently he wants insurance for free or something?

I doubt that any of this ever happened, but I'm bored so let's play anyway.

There's 2 possible scenarios:

1) If a C of I was in fact issued and a policy commenced then the OP was covered from the outset and this is a dispute over payment.

In which case, the OP should pay up or the insurance company could legitimately cancel his policy and/or initiate civil debt recovery proceedings.

2) However, if no C of I was issued and no policy commenced then there was never anything to pay for. And insurance can't legally be backdated because that's fraud.

In which case, the OP has been riding without insurance and needs to suck up any possible consequences (although a complaint to the ombudsman would seem reasonable if he's been lead to believe that he was actually insured).

And that's all there is to it.

TLDR?:

1) If the policy was issued, the OP needs to pay for it
2) If the policy was never issued, it's too late to issue it now

Insurance can be backdated and it isn't fraud if both parties are fully aware of what has happened and why such as a paperwork issue.
It only becomes fraud if a party is intending to deceive.

Except in this case it has been agreed with what appears to be a technical reason stated. The point being, if the poster is to be believed, that the policy should have started and had been agreed.

And then, if the OP is to be believed (which they shouldn't be), withdrawn when (allegedly) the insurer realised their mistake.

If any of this ever happened, which of course it didn't.
