Can someone explain how and when excess is paid? had a bump -not my fault- but could end up 50/50.

I called my insurance and reported it but she baffled me with science.
The difference between my claiming his insurance myself or claiming mine and them claiming him is, what!?

Depends on the accident itself.

The only time you need to pay the excess is if you are getting your vehicle repaired via your insurance company, if you are found at fault then they will take you to the cleaners for repairs, personal injuries, hire cars etc, but you still don't need to pay the excess.

Basically, you claim on your insurance for your repairs, you pay your excess, they claim on your insurance you don't pay, you claim on their insurance you don't pay.

That may have been what the nice lady was alluding to without saying it, she baffled me for sure and I still don't know what the excess is

I reported it after an hour or two to my insurers and I havent had a reply from the guy about who his insurers are, so kinda hard to proceed on that basis, and mine won't tell me apparently even if they knew.
Does this technically count as not giving your details? is there not some 24 hour thing/regulation
