I have small rust spots on the frame ,do i sand completely or is there a product i can use to kill the rust??

what kind of paint should i use??
i suppose it has to be pretty hard finish because of kick stand?

If you've got it stripped to a bare frame you'd be better off having it blasted and powder coated, fair few firms about that do it and a reasonable price. If you're asking about paint, rust killers etc I take it you haven't got too much painting experience so by the time you buy everything you need it would be cheaper going the powdercoat way. Plus you're never going to get as hard a finish as powdercoat when you DIY.
Just depends to what level you're going to restore the bike really. If you are going the DIY route, Kurust is pretty good for killing rust, that or similar products from a Motor Factors.

Bezzer summed it up well.
I've never been too happy with powder coated frame, the paint seems to look better. If you go for the paint then get it sandblasted anyway, its far better at getting the crud out of all the nooks and crannies.

Do you have a pic of it? I would be interested to see what it looks like.

If you're repainting it anyway put a bit of heat on it that might loosen it a bit before trying a stud extractor. Bleed nipples are about the only stuck thread I've managed to get out successfully with the usually useless extractors. Your other choice is carefully drilling it out going up in drill size gradually but you stand a good chance of buggering it up.
Last choice leave it where it is and get a union bleed point.
