The power valve would certainly not cause the back wheel to lock up. Biggest amount it would loose is around 10hp if it closed close to the red line, which is a lot less than just shutting the throttle fully and that certainly does not cause the back wheel to lock.
Think you would need to check the connections from the servo motor to the control unit (which lives under the pillion seat).
If it really is locking the back wheel up then it is probably seizing up.

Have you got resistor plugs in it?
The powervalve on my old RD350LC2 used to flutter if you fitted non-resistor plugs. If it was seizing you would know about it, and it would have done it in style by now.
Are you certain the power valve is really opening and closing randomly? It will be open up to 2500rpm, then closed from there to about 8000rpm where it opens again properly for top end power.
Has the bike had the cdi mod done to remove the large flat spot between 5000 and 6000rpm?

If it's not chain lube/ scottoiler/ burnouts, then brake dust is a prime cause of filthy blackness on wheels. I'm not sure if the problem is quite as bad on a bike as a car, but it's a possibility.
Does the brake disc get very hot when you've been out for a run on it? I'd check your pads for excessive wear too, even it the problem isn't your brake dragging, you want to make sure you're not about to run metal on metal. ____________________ I must not be a troll...
