it looks like the oppersite to what a air filter should do. a supercharger maybe?

a velocity stack is shaped in such a way that the air speeds up on entering and creates a vortex increacing airflow. i'm not sure what the turbine blades do, look cool i guess... Rolling Eyes

I should imagine the turbine blades speed up the air flow into the carb.

GIMMICK!

it will restrict the flow, but as its essentially an open filter it will flow better than an air filter. I suspect if one were to get an open velocity stack it would run even betterm jetting permitted.
