a velocity stack is shaped in such a way that the air speeds up on entering and creates a vortex increacing airflow. i'm not sure what the turbine blades do, look cool i guess...

it will restrict the flow, but as its essentially an open filter it will flow better than an air filter. I suspect if one were to get an open velocity stack it would run even betterm jetting permitted.
