I know someone who used a similar spray, went through a speed camera, got done for speeding and some other offense (I think it was attempting to pervert the course of justice) for trying to hide the number plate.

It's not. The "IR = heat only" fallacy is hollywood science. Trust me, I'm an engineer .
Anyhoo - I was there - he showed me IR pictures, the plate was visible even with duct tape over it (at short range anyway).
The IR = Heat is partly true, as humans can detect IR only in the form of heat, as we can't see the light itself. But cameras can.
And IR can see through objects to a small degree. certainly enough to go through mud.
Also remember, that these cameras are not measuring IR. They are projecting IR and then measuring the reflections.
