I use Autosol motorcycle cleaner, works wonders on removing chain lube and brake dust, then a good wax/polish over the top for better lasting shine protection. Failing that, a good degreaser should spruce them up nicely - agitate with a toobrush if necessary (or getting between spokes). For really stubborn grime, you can't beat a dab of (the liquid type) chrome cleaner on a cotton bud - be gentle though, wouldn't want to damge the paint beneath.

Once they're clean, it's easier to keep that way.

Paraffin on a rag is OK but don't the fuck get that near the tyre.
It will damage the rubber and could lead to a spill.
I use that brake cleaner spray from Halfriods if it's brake dust or squeezy and a brush.
Wheel cleaner is full of caustic soda and nasty on your hands.
remember to moisturize after using these products as they rob the natural oils from your skin and leave you hands rough and prone to dermatitis. Ask mum/wife/GF/Sis for some.
Use a dry chain lube too. Most of the shit I got on my wheel was from bad chain lube. Is is sticks to the wheel like that it must mean grit can stick to the chain too and be a bugger to get off.

Gunk engine de-greaser.
WD40.
Autoglym motorcycle de-greaser.
Infact, most de-greasers.
