Along these lines, in the manual it says to check pressures when they're cold. And mine, when cold, says it's a little low, so I get to the garage, and there it says they're fine, but probably because it's warmed up a bit by the time it gets there? The bike does seem a little 'off', but I don't know if it's all in my head or not.

How long should I wait at the garage to let them cool down, and how much PSI would it take before I noticed any difference?

Rule of Thumb: 1/2hr to cool and 5psi should show real difference to almost anyone.
What you make of the difference is personal.
Most people will drive their car without even checking pressures or realizing the effect it has on handling/safety.
This will be picked apart for an error of margin though I bet.
