Yesterday while in central London I was ticketed for parking on the pavement (at 9:30 PM, but that's beside the point...the bastards).

Now I don't have the £50 for the fine, or rather I'd much prefer to spend it on something else. Therefore I would like to try anything possible to get out of paying it -- and there's something in the ticket that gives me a glimmer of hope: it says "622 - parked with two wheels on pavement".

I went on the city of westminster site to download the PCN codes and 622 stands for:

"62 - Parked with one or more wheels on any part of an urban road other than a carriageway (footway parking)"

plus the suffix 2, which stands for:

"Partly on footway"

Thus the correct code for my infraction should be 624, ie 62 plus suffix 4 ("all wheels on footway")!!

What do you think? Do I have a case? Should I call Matlock?

I'm pretty sure there's a trick. If you have nowhere to park, carry around two clothes pegs and a bag or bit of cloth. Peg over the numberplate at the back, they can't touch the bike (ie remove) so I heard you can park where you like (within reason, not blocking anything).
As to your fine, it's not worth the hassle if you ask me. Just take it as a lesson, try not to give the bastards any chance to do it again.

While the traffic wardens technically are not allowed to remove something obscuring your plate, the police are, and they could always ask a member of the public to.

Given the current climate in London, I imagine vehicles without visible plates and parked next to buildings would get a lot of attention rather quickly.

And when they do remove something which is obscuring your plate and give you a ticket, there's not much that you can do about it. Rolling Eyes

well thanks for the suggestions people, but this is more about doing something about this ticket I got rather than preventing future occurrences... and I think mchaggis in his infinite wisdom has got it right at any rate.

I think I'll give it a go anyway -- if the appeal fails you still get 14 days to pay the reduced fine, so I won't lose much. But if anyone has other suggestions please bring them on.

FOR YOUR INFORMATION...

Parking attendants ARE now allowed to remove anything covering the number plate. Westminster council and the city of London are allowed and possibly others too.

If I saw a bike parked without numberplate or the plate covered. I'd get it lifted. Why should I pay and he/she doesn't? Duh....
Sorry about your hit mate. But technicalities are better on TV courtrooms than magistrates offices. I wouldn't piss them off.
I got a ticket in Edinburgh coz I had a dose of the sh*ts. A medical condition I'd say. I couldn't make it back to my car. Ouch.

this loop hole has been closed, if your number plate is covered up be it with a bike cover or anything else they can lift to view number plate.

ok, outruled. i would never try it to be honest, always find a bike parking bay. although, if i did ever find anyone touching my precious... my firethrowing/insult giving/shinkicking alarm would fry them!

When i park my bike i will put it off road but in a manner not to block anything or as little as possible, so aim for corners, along side railings or walls ect, aa plase where a wardenwouldlook and think "i can see he is considerate enough to have parked his bike out of anyones way, but what the hell give it the fooker anyway" but theres the odd chance they will be more lenient with you

This would not work in belfast because there is nowhere for parking up bikes (a disgrace imo) and all the car parks state cars only so no chance there.

If they gave me a ticket i would fight it on the grounds that belfast city council are only interested in lining there own pockets and do not supply bikers with secure areas.
