Bleah.
I feel justified in complaining - I DID ask for advice - on here - and I was misadvised Sad.

No matter, it's only £9, and I won't have the money for the trackday I was going to do in october anyway.

Hang on.

It was free for me.

But, I did have an old paper style license as I have been a car driver for 17 years.

Blooming hate my new license, shitty european, photo crap. (liked the idea of civil liberties and no picture).

It's free to add an entitlement to a full license but it does cost you to transfer a provisional to a full.

[Edit] And I passed my car test 18 months before, and that was free too!

*If your first ordinary driving licence commenced before 1 March 2004 and you are now claiming your first test pass, you will have to pay £9.00.
** If disqualified for an alcohol-related offence where DVLA need to arrange medical enquiries (see booklet D100, Section 10)

When two transactions are involved:

If the application involves two separate fees, only the higher fee is payable.

For example: when a driver still holds a paper licence but has lost it the total fee payable would be £19.00, not £38.00 (duplicate £19 + paper to plastic £19).

The only exception is when a driver applies for a first full licence but has lost his/her current provisional licence - the total fee in this case is £9.00. (or nil if the provisional licence was issued from 1.3.2004 at the higher rate (£38.00)).

Still sure mine was free, have they changed it recently?

I think it depends on how much you paid for your provisional in the first place whether you have to pay to transfer to a full licence. I think they changed the fees in 2004 which is why it is free to some and not to others.

I had my provisional bike license on my full car license and when I sent it all to the DVLA after I passed my DAS it was free to add the unrestricted A category (October 2004).
