The pre 94 NSR's are supposed to be far harder to de-restrict than the post 94 u.k. bikes, is yours an official u.k bike or an import? as you can get RK's as either.
There are a few simple things you can check for like making sure that the throttle slide is not restricted, or that there are restrictions before the carb, etc.
If you cannot find out specifically how its restricted, then it would be good idea to have some dyno time, and then you can see what power it's making and where in the rev range it produces it. This along with AFR monitoring could help pinpoint the restriction, or allow you to try things out and see what effect they have, for example disconnecting the power valve motor and running the bike with the valve adjusted manually fully in each direction, etc.

yeah its a 94 (L plate) 2day i noticed that when i was going down hill in sixth gear it would not rev any higher than 9k but it redlines in every other gear???

how r they restricted on the throttle side because when i twisted the throttle as hard as i can in sixth (nearly braking it off) it revs bout 500 rpm more .....

the power valve is fully open (i think) becasue both the cables r loose but when i followed them up 2 the servo under the tank i noticed that the servo had been taken apart by the person who owned the bike b4 me and there was a cog bit missing inside ........
