Sounds to me like it just isn't warmed up enough when you try to set off. If it were me, I'd be riding off fairly sedately with the choke on for the first bit and switch it off after half a mile or so. It'll probably then cough a bit and set off as normal

On older 2-strokes, you used to have to move the throttle needle up a notch for the winter. Don't know how appropriate this would be for a more modern one. At worst it would make it run a bit rich at the top end.

make sure your brakes etc arnt binding, 2 strokes are gutless anyway, binding brakes will give it a real hard time when setting off cold.

Check you idle settings, mixture settings etc

If should start.....just about on full choke leave it a minute or so, and start backing the choke off whilst blipping the throttle. once its idling off choke blip it a bit more and ride off slowly.

it could be down on compresson, flooding with oil or the plug could be fouled or even the wrong grade!
