The instructor can choose not to issue you with a CBT certificate if you make a tit of yourself; you can't fail, but you can also "not pass", as it were... happened to the guy I was doing my CBT with. But then, he seemed to be actually trying to piss the instructor off and get himself killed. To give you a sense of how easy it is: I'd never been on a bike before and didn't even have a clue what a clutch did when I started (Embarassed) and still managed to "pass".
