Hi
The electric start it what gives you the biggest problem. Only electric start 2 stroke bike of over 125cc I can think of was the Gilera NGR250 (excluding scooters), and a few even rarer 200cc Gileras.
Also for reasonable performance on a 2 stroke you need the space to mount the expansion chambers, which makes them a bit more bulky.
Beyond that you might well be looking at scooter engines which tend to be low but might not be suitable for connecting up to a pair of back wheels, or rigging up a starter motor onto a larger 2 stroke bike engine.

Do rotax not do any engines? They make lightweight 2t engines, and i wouldn't be suprised if you could find one for your project.
You could try welding 2 rs250 lumps together. Now that would be interesting...
