Your carb is all to pot, putting your hand over the intake is richening it up acting like a choke letting it start, has it got a choke fitted?
If you've got a manual strip the carb, clean it out properly, check everything looks OK then put it back together with the standard settings in the manual and take it from there.

You need to sort the carb out, something is not set right, worn or blocked, possibly the mixture and idle settings are wrong externally but might be internal and needs stripping, checking and cleaning - needle, jets, float height etc then putting together with the mixture and idle screws at the standard settings. Also check fuel tap filter is clear.
