more power!!!!

I have an evil little 30bhp 2 stroke dirt rocket, i know very little about it and neither does anyone else as it is an import and the old gilera co are long gone, just a badge on some piagio bikes now. I digress, so I was stripping the carb recenly as the bike seemed to have a blocked jet (this worked a treat for 10 mins then it blocked again but that's another story) so i was stripping the carb and i came apone what looks to me like some left over restriction on the bike from some time in the past maybe when it was a learner legal 125?

Basicaly I found the plastic pipe that comes AFTER the carb but before the reed block narrows right down to a much smaller hole??? and the reed block has a small insert in it. both these things would strangle the bike me thinks, no? it seems to have loads of power but maybe there is loads more just waiting for me to rip out that bit of plastic and sand open the pipe end. Take a look and see what you great power experts think is going on here.
