I did something similar a few years ago.

Got hold of some House of Commons headed paper, sent a letter to my brother, who was a few weeks away from being 17, telling him he had been selected for a trial extension of the driving age to 18 to look at the effect on traffic accident rates.

He was gutted - the letter gave him a number to phone, which was the local pizza place.
