It should be quite tight, it's got to keep water out!
You've got 3 choices
1) Live with it. As long as you don't go blue and pass out you'll be fine.
2) Push a football into the neck seal and leave it for a while. This will help stretch the latex out.
3) On the latex seal you'll see 'rings' running around it. With a VERY sharp scalpel trim a 'ring' of latex off. You're probably best to ask at your local kayaking shop for advice before you try this, as it's pretty easy to split the seal if you get it wrong.

I tried a dry cag when I was kayaking. I couldn't breath!
Instead, I bought a semi dry cag, which has neoprene collar and cuffs with a velcro adjustment on the collar. It wasn't 100% water tight if fully submerged, but I had a wet suit on underneath anyway, so I was still warm when wet.
