Passports are only a starting point, quite a lot of countries want [to sell you] a visa stamp. Any enhanced identity checks can be part of that process.

I was reading something on one of the sites I frequent, might be here about someone ordering from Spain and needing to supply their National ID number.
Seems it is slowly being phased in across Europe that when you make online purchases you may have to supply a national ID card number.

If you really think this won't become another victim to function creep you are fools.
