right first off, sometimes my pc will go So so so so so slow, for no reason even though it says i have 99% cpu?!
then after a couple of mins its okay...

Second, CSS... I have a 1900 athlon cpu, 756 mb ram, 6800 GS gfx card with 512 mb ram on it, exept the game runs crap. nearly all the time laggy :S - 1mb internet.

lastly every so often my pc will freeze up and when i restart, i get a Blue screen (of death) that says "Unmountable_boot_volume" and continues to do it untill ive reset it about 50 times!!!

all help apreciated!!!!

Run a decent virus/spyware checker on it and read here.

40 degrees is a nice temp for the CPU,

- try checking for REGistry clearner
- increase virtual memory
- update graphics card drivers
- change the runtime settings, graphics of CSS reduce colour detail etc, lag is based on ur 1mb connection so upgrade to 2,

if you have done anything recently to your pc try going back and undoing it

Depends where it's measured. CPUs will take anything up to around 80 degrees C, although much lower is normal. Internal case temperature? Somewhere around 30 degrees.

Maybe you have a piece of spyware or a app running in the background that is just munching up your computers resources. spybot S&D is a good spyware remover also run a good up to date anti virus on a full scan see if that finds any nasties but run them both in safe mode as in safe mode a lot of the spyware nasties dont load up with your system and the anti spyware software should find them easier and be able to succesfully remove them

With CSS make sure the HDR lighting is turned off in the advanced graphics settings and maybe turn some of the effects down to medium or low settings and also check the directx version that the game is using its shown in the bottom right hand corner of the graphics setting screen to try the different versions of directx to see what runs best in the console you put

mat_dxlevel 80 for dx 8
mat_dxlevel 90 for dx 9

I cant remember the other commands for the various different versions of directx as its been 6 months since i played any games

Another thing to check is your rates

in the console for CSS put the following commands

rate 20000
cl_cmdrate 80
cl_updaterate 80

if these are set overly high or low it will cause lag and stutter issues most likely is the graphics effects especially on larger servers

Failing that a FPS config might help raise your frame rate and decrease your lag

Hope this rant helps
