Use the paper wet.

Stick them in a bucket of soapy water and just keep moistening after a few minutes of hard scrubbing.

The lower the number the coarser the grit or grain.

Start with the rough stuff and then go though the finer and finer grades to establish a mirror finish thats as smooth as a smooth thing.

I started off with wire wool/brillo pads, then i took some good quality wet and dry paper from uni. I started off with 120 and got it as rough as possible -took a good few hours of elbow grease - wetted with warm soapy water before proceeding to 240 then 400 then finished off with an 800. I left it at that, but there's no evidence of a not for road use stamp on it. I've not bothered getting a mirrored finish.

Wet & Dry paper is used as an alternative to Glass Paper as a waterproof adhesive is used to bond the abrasive to the backing.
As an abrasive is used it clogs with the material removed and this reduces the effectiveness of the abrasive.
So wet & dry can be rinsed in water which washes out the waste
and restored to almost as new again. Eventualy the abrasive is worn down by mechanical wear and you replace with fresh.

Glass paper is not waterproof so if it gets wet the abrasive falls off. Crying or Very sad

No you can use any grit you like.
But it is illegal to spend most of a sunny Saturday afternoon doing so when you should be out putting heat in the bloody tyres.

It is not illegal to remove the marking.
It would be illegal to use the vehicle on a public road if the marking has been tamerfered with.
