I'm just curious cause I saw this today and it really annoyed me. Not only does it give bikers a bad reputation, but if anyone happened to hit into this guy (or vice verca) then they would have to live with the fact that they caused some idiot to suffer sever head injuries, if not killed them. Its just wrong. Still debating whether to report him or not.

Very probably report him.
Although that may be kind of hypocritical of me considering I went helmet-less on Tuesday to a good friend's funeral.

Its not as if hes endangering anyone elses life, so if he wants to be a prat let him. I would report the guy who owns the bike for letting him on without a lid, because he is clearly breaking the law and not being responsable enough, if he can't keep to the most important law about rideing well then...  ____________________ follow my racing season

I really can't believe how many people have been brainwashed into believing that it is overtly dangerous to ride without a helmet.
IF you fall off, a helmet might give you a bit less chance of sustaining serious head injuries, assuming you hit your head.
As I have always said, the trick is not to fall off in the first place.
Under normal riding conditions the wearing of a helmet makes not a shite of difference to your safety. It ONLY comes into play during the fraction of a second where your head sustains an impact with something solid. The whole of the rest of the time, it is a big lump of polystyrene that obstructs your peripheral vision.
Not wearing one doesn't make you a 'dangerous' rider, it certainly doesn't make it a foregone conclusion that you are going to die if you come off any more than wearing one means you are going to survive. If you come off your bike at speed and hit your head on something solid, you are going to die, helmet or not.
As for it being the most important law about riding, get real! I'd rate things like riding on the left side of the road and stopping at give way signs as important.
The actual importance of wearing a helmet is to me vanishingly insignificant. What's important about wearing helmets if if you are caught without one, you get a fine. It is one of those laws I only obey because there is a high chance of being caught if I disregard it.
I would no more 'report' someone for riding without a helmet than I would for them having a piss in a laybye or smoking pot in their own house. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. That's when you find out everything you want to know.”

well spotted Harold, I was so busy chuckling at the guys on the bike I hadn't even noticed that! Funny thing is thats the "rough" part of Cardiff too! i said rideing, what i meant to say was the laws specific to rideing a motorcycle, not general road laws,
helmets also stop wind in your eyes, and bugs from hitting your face, and as for that brief second of impact, if you come off at say 30mph and hit your head, i know for sure you would probably live, whereas with out a helmet, im guessing the chance of you dieing is greater than you living.
I think you are grossly underestimating the advantages of a helmet, sure they are inconvenient 70% of the time, but i know for sure i dont want bugs in my eyes and if i do come off, i dam sure want my head to have a better chance of seeing the next day in one piece. Its the same reason you buy the gear with the extra bit of padding or that fits slightly better.
I do agree with your points, but i think the advantages of a helmet, significantly outweight the disadvantages. ____________________ follow my racing season

just checked about the using the phone thing and it seems if you aren't using any form of communication its ok - ie. if its just being used as a camera, you're not covered by the mobile phone law. Seems a bit ambiguous though, so wouldn't risk it. As I said, I originally only took the pics for my wife to giggle at.
