At the risk of asking the obvious Wink you did put a dual filament bulb in there i.e. usually 21W / 5W ?

Or you have the right bulb but its in upside down. It shouldn't fit that way but its possible to get it wrong.

when I put some new LED rear lights on a 98 bandit the bulbs went in upside down. Side lights were brake lights and vice-versa,proper pain in the arse, ended up going back to standard bulbs-didnt fancy re-wiring bulb holders.

To check if the bulb is in upside-down first pull the front brake to put the "brake" light on. Now, still holding the brake, turn on the lights - if it gets brighter the bulb is in wrong.

TBH the problem sounds like a bad earth, or as said above a single-filament bulb.
