Lift it onto a crate and remove the back wheel, then strip the drum down to see if it is that causing the problem.

Is it shaft drive, chain etc?

How old is it, who serviced it last?

You mention drum brake, do you know how to adjust this? At a guess it may just need backing off on the adjuster but if its covered in crud then it will probably need a bit of a clean and inspection.

Its usually not too bad a job.

Start with a good clean of the bike paying particular attention to the rear wheel obviously, to look for any visible damage.

Next try slackening off the brake.

To do this - firstly press down on your back brake lever and watch for movement at the back wheel - (if there isn't anything moving then chances are its seized) - assuming its a metal rod type there will be a nut on the end of this rod, slacken that off and see if you regain any movement in your wheel.

If not then you will probably have to take the back wheel out and visually check the brake shoes, do you know how to do this?
