Hi
As above, but brake could be several things.
Worn pads (but to make that much difference they would be so bad that the MOT tester would probably have advised not to ride the bike home).
Badly worn disk
Pads contaminated with oil (from a previously blown fork seal).
Caliper piston stuck.
Sliding caliper not sliding.
My first guess would be contaminated pads, followed by caliper not sliding followed by the piston.
While the fluid might need changing it is unlikely that this would cause the brakes to fail the MOT test. Old fluid collects water that boils and makes the brakes spongy with heat, but on the nominal speeds the brake rollers test the brakes at there is unlikely to be enough heat for this to be a problem.

Had a KMX125 the very first day they were released and it was hydraulic front and rear brake, they have never been cable.  ____________________ Andy Sez....
