It is mostly aerodynamics that effect speed, which is why the top speed for a push bike is about 200mph I think (In the wake of a car).
I believe hp is torque X RPM or somethign like that ____________________ Well, you know what they say. If you want to save the world, you have to push a few old ladies down the stairs.

Depends what type of restriction you're talking about.
I presume you're refering to the 33bhp restriction though, which limits power. This affects both acceleration and top speed.
If you're refering to a top speed limiter like the 186mph limiters that many new bikes come with these days then they only affect top speed. ____________________ My Flickr |

Hi
Does affect everything, but top speed is pretty much limited by aerodynamics.
With acceleration it will depend on what revs you are at. Eg, doing 50 in top and just opening the throttle on many bike it would probably be a while before the revs got to a point where it would make more than 33hp anyway, and the effective extra throttle of not being restricted wouldn't make much (if any) difference at low revs.
