Wheres that getting around paypal post?

Hey folks quick question hopefully.

Gaypal which I hate with a passion are going to hold money due to my lack of transaction history with ebay even though I have 59 feedback 100% positive). I think it's because they think I am a terrorist or some dodgy Nigerian who just wants my bank account details and sort code!

Anyway....

I saw a post a while back on getting past paypal on hold, but I cant find it now? Anyone know how to do this?
